The PHA utility allowance schedule governs the PBV rent determination, including where a higher allowance is a reasonable accommodation

Absent an approved project-specific utility allowance, the PHA's utility allowance schedule determined under 24 CFR 982.517(b)(2)(i) or (ii) applies to both the tenant-based and PBV programs. The PHA must continue to use the applicable schedule for determining and redetermining the rent to owner for contract units even where it has approved a higher utility allowance as a reasonable accommodation for a person with disabilities living in a contract unit.
A higher allowance granted as a reasonable accommodation changes the family's share; it deliberately does not change the rent the PHA may pay the owner.
