Admission requires a family that is low income and within the net asset and property ownership limits

An applicant must meet all eligibility requirements in order to be admitted to public housing. At a minimum the applicant must be a family as defined in 24 CFR 5.403, must be income-eligible, and must meet the net asset and property ownership restriction requirements in 24 CFR 5.618. Eligible applicants include single persons. No family other than a low income family is eligible for admission to a PHA's public housing program. Family annual income determined under 24 CFR 5.609 is used both for the determination of income eligibility and for PHA income targeting.
HOTMA also changed WHAT annual income is - 24 CFR 5.609 was rewritten wholesale at 88 FR 9657 - so an admission determination made under the current 960.201 and one made under the same paragraph before 2024 are not comparable even though the paragraph reads almost the same.
