At least 40 percent of waiting-list admissions in a PHA fiscal year must be extremely low income

Not less than 40 percent of the families admitted to a PHA's public housing program during the PHA fiscal year from the PHA waiting list must be extremely low income families. This is the basic targeting requirement. Admissions of extremely low income families to the PHA's Section 8 voucher program during the same PHA fiscal year that exceed the 75 percent minimum voucher targeting requirement are credited against the basic targeting requirement, but that credit may not exceed the lowest of ten percent of public housing waiting list admissions during the fiscal year, ten percent of waiting list admissions to the PHA's tenant-based assistance program during the fiscal year, or the number of qualifying low income families who commence occupancy during the fiscal year of public housing units located in census tracts with a poverty rate of 30 percent or more. A PHA must comply with both this targeting requirement and the deconcentration requirements in 24 CFR part 903, and must comply with HUD-prescribed reporting requirements that permit HUD to monitor compliance.
