The PHA must adopt, publicise and follow written admission policies

The PHA must establish and adopt written policies for admission of tenants. Those policies must provide for and include targeting of admissions to extremely low income families; deconcentration of poverty and income-mixing in accordance with the PHA Plan regulations at 24 CFR part 903; precluding admission of applicants whose habits and practices reasonably may be expected to have a detrimental effect on the residents or the project environment; objective and reasonable policies for selection among otherwise eligible applicants, including requirements for applications and waiting lists and for verification and documentation of information relevant to acceptance or rejection of an applicant, including documentation and verification of citizenship and eligible immigration status under 24 CFR part 5; and policies of participant transfer between units, developments and programs. The policies must be duly adopted and implemented, publicised by posting copies in each office where applications are received and by furnishing copies to applicants or tenants on request, consistent with the fair housing and equal opportunity provisions of 24 CFR 5.105, and submitted to the HUD field office on request. The PHA must separately adopt admission and continued occupancy policies governing annual and interim reexaminations, and must conduct reexaminations in accordance with those policies and with the PHA Plan.

24 CFR 960.202(a)(2)(iv) is the sentence that carries the waiting list into the ACOP: the policies must include 'objective and reasonable policies for selection by the PHA among otherwise eligible applicants, including requirements for applications and waiting lists'. The waiting list itself is tested by ph.waiting_list.local_preferences_and_selection_method.
