RAD conversions carry public-housing-derived tenant protections

On conversion under RAD, residents have a right to return, may not be re-screened for eligibility, retain resident participation and grievance rights, and become eligible for choice-mobility after the applicable waiting period. These protections survive the conversion and bind the converted property.
