A PBRA Project Owner carries the pre-conversion 50058 tenant rent and utility allowance to the resident's next certification

On a conversion to PBRA the owner uses the resident's pre-existing public housing HUD Form 50058 data and maintains the tenant rent and the utility allowance until the resident's next annual or interim certification. To make that possible HUD waives 24 CFR 5.601. Separately, eligibility for the RAD rent phase-in is determined at the Initial Certification, which occurs when the household is converted to PBRA, and a phase-in must not be applied after that Initial Certification.
