A conversion-caused TTP increase above the greater of 10 percent or $25 must be phased in, with eligibility fixed at the Initial Certification

If, purely as a result of conversion, the amount a tenant would pay for rent and utilities under the PBRA program would increase the tenant's total tenant payment by more than the greater of 10 percent or $25, the increase must be phased in over three or five years. Eligibility for the phase-in is determined at the Initial Certification, which occurs at the time the household is converted to PBRA, and a phase-in must not be applied after that Initial Certification.
