PBRA conversions must offer choice-mobility from the later of 24 months after the HAP effective date or 24 months after move-in

Unless HUD grants an exemption, a PHA applying to convert assistance to PBRA must provide a choice-mobility option: residents have a right to move with tenant-based rental assistance the later of 24 months from the effective date of the HAP contract or 24 months after the move-in date. A voucher agency is not required in any year to provide more than one-third of its turnover vouchers to residents of Covered Projects, and where it implements such a cap it must maintain a waiting list in the order requests were received. A project owner and voucher agency may also agree to limit the number of choice-mobility moves exercised in any year.
