A family occupying too large a unit at a PBRA conversion may stay until an appropriate-sized unit opens

If at the time of conversion an eligible family assisted under the HAP contract occupies a unit larger than appropriate for its composition, the family may remain in that unit until an appropriate-sized unit becomes available in the Covered Project, and must then move to it within a reasonable period. To permit this, HUD waives the portion of 24 CFR 880.605 that assumes a unit became under-occupied because family size changed — which is not what happened here, since the mismatch existed before the conversion.
