A converting family keeps its public housing tenant rent until the first regular or interim recertification after conversion

At a PBV conversion the Contract Administrator uses the family's public housing tenant rent, as reflected on line 10f of the family's most recent HUD Form 50058 at the date of conversion, to calculate the PBV housing assistance payment and the tenant rent, and continues to do so until the effective date of the earlier of the family's first regular or first interim recertification after conversion. The family therefore pays the same tenant rent it paid under the public housing program until that recertification, at which point the Contract Administrator uses the family's TTP from the recertification together with the HCV utility allowance, or the PBV site-specific utility allowance where one has been elected, and the ordinary PBV calculation of tenant rent takes over. To make this work HUD waives 24 CFR 5.601, 24 CFR 983.2(c)(7)(iii) and 24 CFR 983.301(f)(4).
