FSS participants must be allowed to continue in the PHA's programme for the duration of the grant's period of performance after a PBV conversion

PHAs and Project Owners must follow the Family Self-Sufficiency regulations at 24 CFR part 984. Public housing residents who are FSS participants at conversion must be allowed to continue participating in the PHA's FSS programme for the duration of the grant's period of performance, and the PHA may continue to use FSS funds already awarded to serve participants living in units converted through RAD. At the end of the grant the PHA follows the closeout procedures in the grant agreement and any applicable 2 CFR part 200 requirements. A PHA that continues to run an FSS programme serving public housing, HCV including PBV, or PBRA participants remains eligible to apply for FSS funding subject to the FSS Funding Notice. Because public housing FSS and HCV FSS were merged by the FY2014 Appropriations Act, no special provision is needed to keep serving FSS participants whose public housing units convert to PBV.
