Relocation requirements for a First Component conversion are set by the RAD Fair Housing, Civil Rights, and Relocation Notice, which controls over the RAD Notice wherever the two conflict on relocation. Written notice must go to resident heads of household whenever residents may be relocated for any period. A RAD Information Notice must be given to all residents of a Converting Project before the first of the two required resident meetings and before the RAD Application is submitted, whether or not any relocation is anticipated; it must tell the resident of the right to remain or to return, that there will be no rescreening, that the household cannot be required to move permanently without consent except to follow the assisted unit a reasonable distance on a transfer of assistance, and how to request a reasonable accommodation. A General Information Notice must follow as soon as feasible and, for any conversion involving acquisition, rehabilitation or demolition, no later than 30 days after the CHAP. Where a resident will actually be relocated, a RAD Notice of Relocation gives 30 days' notice for a relocation of twelve months or less and 90 days' notice for a longer one, and may not issue before the initiation of negotiations date.
