Vacant farm labor units go first to active laborers, then to those who retired or became disabled locally

Occupancy of off-farm labor housing is prioritised in a fixed order, and within each tier by income. First priority goes to eligible ACTIVE farm laborer households. Second priority goes to retired and disabled domestic farm laborer households who WERE ACTIVE IN THE LOCAL FARM LABOR MARKET AREA at the time of retiring or becoming disabled. Third priority goes to retired and disabled domestic farm laborer households who were not active in the local market at that time. Within each of those tiers, priority runs first to very low-income households, then to low-income, then to moderate-income. The statute fixes the same three-tier order at 42 U.S.C. 1484(f)(3)(C).
