The borrower must submit a proposed annual housing project budget to Rural Development for approval before the start of the project's fiscal year, using an Agency-approved format and including a capital budget section covering anticipated expenditure on long-term capital needs. Where no rent change is requested the budget is due 60 calendar days before the start of the fiscal year. Where a rent change IS requested, the budget must go to the Agency and the tenants must be notified of the requested change at least 90 calendar days before the start of the fiscal year. If the Agency denies approval, the borrower continues to operate on the most recently approved budget.
