A Section 515 borrower must at all times maintain the housing project in compliance with local, state and federal law and with the Agency's own itemised requirements for affordable, decent, safe and sanitary housing at 7 CFR 3560.103(a)(3) - a list running from water supply and drainage through foundations, roofs, windows, electrical and heating systems to qualifying smoke alarms. The management plan must carry a system for correcting deficiencies found by periodic inspections, and that system must include a move-in inspection, a move-out inspection and an annual inspection of occupied units. Rural Development conducts a supervisory visit - a full physical inspection, an on-site review and a compliance review - at least once every three years.
