Tenant contribution is the highest of four standards and is capped at note rent

The borrower must set a Section 515 tenant's contribution to rent at the HIGHEST of four standards, but never at more than note rent: thirty percent of monthly adjusted income; ten percent of gross monthly income; the portion of a public-agency assistance payment specifically designated to meet the household's shelter costs; or basic rent, unless RHS Rental Assistance is provided to the household. A tenant in a Plan I project whose income is above the eligibility standards pays a 25 percent surcharge in addition to note rent. The contribution must be adjusted whenever a change in household status or income generates a revised certification, or an Agency-approved rent or utility allowance change affects it.
