The borrower must submit monthly requests for Rental Assistance payments to Rural Development, and each request must be based on occupancy as of the first day of the month PREVIOUS to the month in which the request is being made. Before making an RA payment the Agency deducts any unpaid loan payments, late fees and other amounts the borrower owes it. Borrowers are responsible for correcting their own errors in RA payment requests and must repay the Agency for any unauthorized RA received or any unauthorized use of RA, except in certain cases of tenant error or fraud.
