Six conditions must all hold before a household may occupy a Rental Assistance unit

A household is eligible for Agency Rental Assistance only if all six of the following are true: it has a very low- or low-income and is eligible to live in the multi-family housing; its net tenant contribution to rent determined under 7 CFR 3560.203(a)(1) is LESS THAN the basic rent for the unit; its head of household is a U.S. citizen or a legal alien; it meets the occupancy rules the borrower established under 7 CFR 3560.155(e); it has a signed, unexpired tenant certification form on file with the borrower; and it is not delinquent on any Agency unauthorized assistance repayment agreement. The second condition is the operative one for a site manager: a household whose thirty-percent contribution already equals or exceeds basic rent receives no Rental Assistance, because there is nothing for the subsidy to bridge.
