Before assigning Rental Assistance to the third, fourth or fifth priority categories - that is, to anyone other than a very low-income tenant or applicant - the borrower must FULLY DOCUMENT either that there are no very low-income households on the housing project's waiting list, or that low-income occupancy is within a stated ceiling. The ceiling depends on when the housing was occupied: for housing occupied on or after 30 November 1983, no more than 5 percent of the units may be occupied by low-income households; for housing occupied before that date, no more than 25 percent.
