The rent for any individual housing unit in a Section 538 guaranteed project, INCLUDING any tenant-paid utilities, must not exceed an amount equal to 30 percent of 115 percent of area median income, adjusted for family size. This is a per-unit ceiling that stands whatever the occupying household's own income turns out to be, and it is computed from the published area median income rather than from the household's earnings.
