Tenants in properties subject to a Section 538 loan guarantee are entitled to the grievance and appeal rights contained in 7 CFR part 3560 subpart D, and the borrower must inform tenants IN WRITING of those rights. This imports the whole 7 CFR 3560.160 apparatus into the guaranteed programme: the posted grievance procedure, the written notice of adverse action with specific reasons, the ten calendar day right to respond, the borrower's offer to meet within ten calendar days, and the hearing before a hearing officer or three-member panel whose decision binds the parties unless the Agency intervenes within ten days.
