In connection with adjustments of contract rents as provided in 24 CFR 891.640(a), the requirements for the adjustment of utility allowances in 24 CFR 891.440 apply. The borrower must submit an analysis of any applicable utility allowances with data on changes in utility rates and other facts affecting consumption, and when utility rate changes would result in a cumulative increase of 10 percent or more in the most recently approved utility allowances the borrower must advise HUD and request approval of new allowances. Whenever an allowance is adjusted the borrower must promptly notify affected families and make a corresponding adjustment to tenant rent and to the housing assistance payment.
