The owner must submit a utility allowance analysis, and must request HUD approval of new allowances when rate changes would cumulatively raise them by 10% or more

s202prac.utility_allowance.analysis_and_ten_percent_trigger · v1.0.0

The owner must submit an analysis of any applicable utility allowances, providing data such as changes in utility rates and other facts affecting utility consumption so that appropriate adjustments to the utility allowances for assisted units can be made. In addition, when utility rate changes would result in a cumulative increase of 10 percent or more in the most recently approved utility allowances, the owner must advise HUD and request approval of new utility allowances. Whenever a utility allowance for an assisted unit is adjusted the owner must promptly notify affected households and make a corresponding adjustment to the tenant rent and to the amount of the project rental assistance payment.
