HOTMA imposes an asset limitation and permits self-certification below a threshold

Once HOTMA applies, a family may not hold net family assets above the annually adjusted limitation, nor own real property suitable for occupancy, subject to the regulation's exceptions and the owner's discretion to grant continued assistance in specified circumstances. Families with net assets at or below the annually adjusted self-certification threshold may self-certify, with third-party verification required at least every third year.
