Consent forms may be used only in defined windows, and the history an owner may request through them is capped at 12 months absent inconsistent information

Form HUD-9887-A and the owner's individual verification forms may be used during the 120 days before the certification period; during the certification period they may be used only where the owner receives information indicating that what the tenant provided may be incorrect, and other uses are prohibited. Information requested through an individual verification form is restricted to data no more than 12 months old, except that where the owner receives inconsistent information and has reason to believe what the applicant or tenant supplied is incorrect, the owner may obtain information from any time in the last five years when the individual was receiving assistance. Form HUD-9887 may be used at any time during its 15-month life, but the data it reaches is itself limited: SWICA and NDNH information is limited to wages and unemployment compensation received during periods in the last five years when the tenant was receiving assisted housing benefits, and the IRS and SSA release is limited to the current income tax return and IRS W-2.

This paragraph is a limit on the owner, not a duty owed by the family, and it is the reason the corpus records a consent regime separately from the verification hierarchy. HOTMA did not change it.
