The family must be given the HUD-9887/A Fact Sheet when it signs the consent forms, and the Resident Rights and Responsibilities and EIV & You brochures at move-in and annually at recertification

Owners must provide applicants and tenants with the HUD Fact Sheet, a copy of the Resident Rights and Responsibilities brochure, and a copy of the EIV & You brochure. When applicants and tenants sign form HUD-9887 and form HUD-9887-A the owner must give each family a copy of the HUD-9887/A Fact Sheet, which describes the verification requirements and the tenant protections that are part of the verification process. The Resident Rights and Responsibilities brochure and the EIV & You brochure must both be provided at move-in and annually at recertification. The owner must also give the family a copy of each consent form the family signed.
The EIV & You brochure requirement is new in Change 4 -- 5-15.C and 5-15.C.3 are asterisked in full -- so it binds only from 2013-08-07.
