An owner may not suspend, terminate, reduce or finally deny benefits on inconsistent verification information until it has independently investigated

Where verification produces inconsistent information, or the tenant disputes information the owner obtained, the owner may not take any action to suspend, terminate, reduce or make a final denial of any benefits on the basis of that information until the owner has independently investigated it. Having investigated, the owner must then follow the handbook's procedures for addressing errors and fraud and for terminating assistance.
Change 4 added the whole prohibition -- the paragraph is asterisked in full. It is the handbook's answer to an EIV income discrepancy: the discrepancy is a reason to investigate, never by itself a reason to act.
