An applicant who refuses to sign the consent forms must be denied assistance and a tenant household in which any member refuses must have its assistance terminated

If an applicant refuses to sign form HUD-9887 or form HUD-9887-A or the owner's verification forms, the owner must deny assistance. If a tenant or any member of the tenant's family refuses to sign the required verification and consent forms, the owner must terminate the household's assistance, following the lease procedures that require the tenant to pay the HUD-approved market rent for the unit; in a Section 202 PRAC or Section 811 PRAC project the tenant may be evicted for that refusal. Where a tenant is unable to sign on time because of extenuating circumstances the owner must document the reasons for the delay in the tenant file and indicate how and when the tenant will provide the signature.
