All applicant and tenant household members must disclose and provide verification of the complete and accurate SSN assigned to them. Failure to disclose and provide documentation and verification of SSNs will result in an applicant not being admitted or a tenant household's tenancy being terminated. There are exactly two exceptions: individuals who do not contend eligible immigration status, and individuals who were age 62 or older as of 31 January 2010 whose initial determination of eligibility was begun before 31 January 2010. The age-62 exception is retained even if there is a break in participation, but documentation verifying the exemption status must be obtained and retained in the tenant file, and a certification from the tenant is not acceptable verification of it. In BMIR, 202 PAC, 202 PRAC and 811 PRAC properties, where the noncitizen restriction does not apply, an individual who does not contend eligible immigration status must sign a certification containing a penalty-of-perjury clause, retained in the tenant file. Adequate documentation of an SSN means a social security card issued by SSA, or an original document issued by a federal or state government agency containing the name and SSN of the individual with identifying information, or other acceptable evidence listed in Appendix 3; the owner may reject documentation that is not an original, or that is altered, mutilated, illegible or apparently forged.
