An applicant has 90 days from the first unit offer to supply SSN verification and keeps its place on the waiting list meanwhile; a child under six added to a household has 90 days, extendable once

An applicant may not be admitted until SSNs for all household members have been disclosed and verification provided. If they have not been at the time a unit becomes available, the next eligible applicant must be offered the unit, and the applicant has 90 days from the date it was first offered an available unit to disclose and verify SSNs for all household members. Where the applicant is otherwise eligible and the SSN is the only outstanding verification, the applicant may retain its place on the waiting list for that 90-day period; after 90 days without the documentation the applicant should be determined ineligible and removed from the waiting list. For a new household member age six or older, or under six with an assigned SSN, verification is provided at the time of the request or when the recertification adding the member is processed. For a new household member under the age of six without an assigned SSN, the tenant has 90 calendar days from the child being added, and the owner must grant one additional 90-day extension where the failure is due to circumstances that could not have been foreseen and were outside the tenant's control. During that period the child is included in the household and entitled to all the benefits of membership, including the dependent deduction, under a TRACS ID until the SSN is supplied; if the period expires without disclosure and verification, the household is subject to termination of tenancy.

The rule cuts both ways and both directions are findings: admitting or waitlisting past the window, and terminating inside it.
