The owner must verify all income, assets, expenses, deductions, family characteristics and circumstances that affect family eligibility or level of assistance, and must do so at three points: before move-in, as part of the annual recertification, and whenever a change in income, allowances or family characteristics is reported between annual recertifications. The obligation reaches every factor that affects eligibility or the amount of assistance, not only earned income.
5-12.A.1 is the widest statement of the verification duty in the handbook and is the paragraph a Management and Occupancy Review cites when a deduction or a family characteristic, rather than income, is unverified.
