EIV must be used as third-party verification of employment and income at annual and interim recertification, but the quarterly wage and unemployment figures in it must not be used to calculate income

It is mandatory that owners use the EIV system as the third-party source to verify employment and income information of tenants during annual and interim recertification of family composition and income; EIV is not available for applicants. The owner must not use the quarterly wage income reported on the EIV Income Report to calculate the tenant's annual income from employment, and must not use the quarterly unemployment compensation benefits reported there to calculate annual income from unemployment. The owner must confirm the information with the tenant: where the tenant agrees, the owner uses the Income Report as third-party verification that the tenant holds the job or receives the benefit, and uses tenant-provided documents to calculate the amount. Social Security is the exception: where the tenant agrees with the social security benefit information on the Income Report, the owner must use the report both as third-party verification of receipt and to calculate the annual amount. If the tenant disputes the employment and income information in EIV, the owner must obtain third-party verification from the source. Owners may also use non-EIV upfront income verification tools such as The Work Number or state government databases, and that use is optional.
