The data in EIV contains personal information covered by the Privacy Act and may be used only for limited official purposes. Owners, in connection with the administration of their project, may only use the employment and income information in EIV at the time of recertification, or at other times as addressed in their own policies and procedures. Owners cannot share EIV income information with governmental entities not involved in the recertification process used for HUD's assisted housing programs, and the handbook names the LIHTC program and the Rural Housing Service Section 515 program as examples of entities with which it may not be shared. The EIV data of one adult household member may not be shared with, copied to or displayed to another adult household member unless that individual has given written consent.
