Family size for the income limit counts everyone living in the unit except a live-in aide and guests, and adds named people who are not living there, but only family members' income is counted

Income limits vary by family size, and the owner must determine the family size against which the limit is applied. When determining family size for establishing income eligibility the owner must include all persons living in the unit except a live-in aide and guests. The owner must ALSO include certain individuals who are not living in the unit: children temporarily absent due to placement in a foster home; children in joint custody arrangements present in the household 50 percent or more of the time; children away at school who live with the family during recesses; unborn children of pregnant women; children in the process of being adopted; temporarily absent family members who are still considered family members; and family members in a hospital or rehabilitation facility for a period of limited or fixed duration. A person permanently confined to a hospital or nursing home is included only if the FAMILY so decides; if included, that person must not be listed as head, co-head or spouse on the lease or in TRACS but may be listed as another adult family member, and the income received by that person must then be counted. When determining income eligibility the owner counts the income of family members only.

Change 4 removed foster children and foster adults from the 3-6.E.3 exclusion list -- the transmittal records 'Paragraph 3-6..E.3 - Removed foster children and foster adults' -- so they are counted in family size from 2013-08-07.
