Annual income is all amounts, monetary or not, that go to or are received on behalf of the family head, spouse or co-head even if temporarily absent, or any other family member, and all amounts anticipated to be received from a source outside the family during the 12-month period following admission or the annual recertification effective date. Annual income includes everything not specifically excluded by regulation, and includes amounts derived during that period from assets to which any family member has access. Generally the owner must use current circumstances to anticipate income, calculating projected annual income by annualising current income; income that may not last a full 12 months, such as unemployment compensation, is calculated as though current circumstances will last a full 12 months, with an interim recertification available if they change. Where information is available on changes expected during the year the owner uses that information instead. Once income is known and verified the owner converts it to an annual figure using HUD's conventions: hourly wages by hours worked per year (2,080 for full-time at 40 hours with no overtime), weekly by 52, bi-weekly by 26, semi-monthly by 24 and monthly by 12. Where the pattern is irregular -- seasonal, sporadic or self-employed -- the owner is expected to make a reasonable judgement as to the most reliable approach to estimating what the tenant will receive during the year.
