Owners are required to determine whether applicants are eligible to occupy the subsidized property and receive housing assistance. For HUD programs eligibility is determined only at move-in or at initial certification -- for example when a Section 236 tenant starts receiving Section 8 -- except as provided for determining the eligibility of students for assistance and of a remaining member of a tenant family. A family must meet all of: annual income within the programme income limit; SSN disclosure and verification for all household members subject to it; signature by all adults of a consent for the release of information at admission and annually thereafter; the unit being the family's only residence; agreement to pay the required rent; citizenship or eligible immigration status where the noncitizen restriction applies; and everything reported being subject to verification. Tenants whose incomes later rise above the income limit continue to receive assistance so long as they qualify under the applicable programme's rent rules.
