Project rental assistance under 42 U.S.C. 8013(b)(3) must be provided in accordance with 8013(d)(2) and under a contract having an initial term of not less than 180 months that provides funding for a term of 60 months, which funding shall be renewed upon expiration subject to the availability of sufficient amounts in appropriation Acts. The contract obligates the Secretary to make monthly payments covering any part of the costs attributed to assisted units that is not met from project income, and the amount provided for each year may not exceed the sum of the initial annual project rentals for all units and any initial utility allowances as approved by the Secretary. Contract amounts not used in a year remain available to the project until the contract expires.
