The Rental Assistance Payment covers the difference between the Contract Rent and the portion of the rent payable by the eligible family, and that portion is determined under 24 CFR part 5. It is the owner, not the grantee, who determines income eligibility, computes the Total Tenant Payment and the Rental Assistance Payment for each assisted family, and keeps the supporting records. The owner must not charge an eligible family any amount in excess of the Total Tenant Payment.
Two things surprise people coming from project-based Section 8: the administering party is a STATE housing agency (the grantee), not HUD or a PHA, and yet the occupancy mechanics are Multifamily Housing's -- HUD-50059, TRACS, Handbook 4350.3. The grantee reviews the owner's determinations and may recover improper or excessive payments by deduction from later payments (form HUD-92237-PRA section 2.8(f)).
