The owner screens eligible families only from among those referred to it by the grantee or the grantee's designee, and does so in accordance with a grantee-approved tenant selection plan and the nondiscrimination requirements of 24 CFR 5.105. The families housed must be consistent with the grantee's Cooperative Agreement, its Program Description and its Inter-Agency Partnership Agreement. Every participant must be at least 18 and under 62 at the time of move-in, have a disability as defined under 42 U.S.C. 8013(k)(2) and 24 CFR 891.305, be extremely low-income, be a member of the grantee's target population as set out in the applicable Cooperative Agreement, and be eligible for community-based long-term care services as described in the Inter-Agency Partnership Agreement.
