At initial execution of the lease the owner must require each household occupying an assisted unit or residential space in a group home to pay a security deposit equal to one month's tenant rent or $50, whichever is greater, and may collect it on an instalment basis. The owner must place security deposits in a segregated interest-bearing account whose balance at all times equals the total collected from households then in occupancy plus accrued interest less allowable administrative cost adjustments, and must comply with State and local law on interest. Within 30 days of the household providing a forwarding address, or a shorter period if State or local law requires, the owner must refund the full balance to a household owing nothing, or give a household owing amounts an itemised list with a statement of its rights under State and local law and refund any excess; failure to provide the list entitles the household to the full balance. Disagreements give the household a right to an informal meeting, a record of which the owner must keep in the tenant file for HUD inspection.
