A very low-income person occupying a unit assisted with a Section 811 capital advance pays as rent the higher of 30 percent of the person's adjusted monthly income, 10 percent of the person's monthly income, or, where the person receives welfare assistance a part of which is specifically designated to meet housing costs, that designated portion, rounded to the nearest dollar. The gross income of a person occupying an intermediate care facility assisted under title XIX of the Social Security Act is the same amount as if the person were assisted under title XVI. Tenant rent equals that total tenant payment less any utility allowance, and the project rental assistance payment is the difference between the total tenant payment and the HUD-approved per unit operating expenses; an additional payment is made where the utility allowance exceeds the total tenant payment.
