An owner may condition permission for a reasonable modification only on the conditions the regulation allows: a reasonable description of the proposed work, reasonable assurances that it will be done in a workmanlike manner and that required permits will be obtained, and, where reasonable, restoration of the interior at the end of the tenancy. The owner may not increase the customarily required security deposit because the applicant or tenant has a disability. Where restoration funds are genuinely needed the owner may negotiate payment into an interest bearing escrow account over a reasonable period, capped at the cost of the restorations, with the interest accruing to the tenant.
