An owner may not require a person with a disability to pay an extra fee, surcharge or additional deposit as a condition of receiving a reasonable accommodation. This is what makes a pet fee, pet deposit or pet rent unlawful when the animal is an assistance animal rather than a pet, and it reaches reserved-parking charges and similar surcharges on the same reasoning.
