An accommodation request must receive a prompt response and, on refusal, a discussion of alternatives

An owner has an obligation to respond promptly to a reasonable accommodation request; undue delay in responding may itself be treated as a failure to accommodate. Where the owner refuses a request as unreasonable, the owner should discuss with the requester whether an alternative accommodation would effectively meet the disability-related need without a fundamental alteration or an undue financial and administrative burden, and must grant such an alternative if one exists. A failure to reach agreement operates as a denial of the request.
