It is unlawful to refuse to make reasonable accommodations in rules, policies, practices or services when such an accommodation may be necessary to afford a person with a disability an equal opportunity to use and enjoy a dwelling unit, including the public and common use areas. The duty is triggered by a request; the request need not be in writing, need not use the words 'reasonable accommodation', and need not be made on any form the owner supplies.
