Accessible units must be distributed through the site and offer a comparable range of sizes and amenities

Accessible dwelling units must, to the maximum extent feasible and subject to reasonable health and safety requirements, be distributed throughout projects and sites, and must be available in a sufficient range of sizes and amenities that a person with a disability has a choice of living arrangements comparable as a whole to that of other people eligible for housing under the same programme. Clustering every accessible unit in one building, on one floor, or in the smallest bedroom size defeats the requirement even where the raw percentage is met. The provision does not require an elevator solely to place accessible units above or below the accessible grade level.
