Effective communication must be ensured and appropriate auxiliary aids furnished where necessary

A recipient must take appropriate steps to ensure effective communication with applicants, beneficiaries and members of the public, and must furnish appropriate auxiliary aids where necessary to give a person with a disability an equal opportunity to participate in and benefit from the programme. In deciding what auxiliary aids are necessary the recipient must give primary consideration to the requests of the individual. Where the recipient communicates by telephone it must use TDDs or an equally effective system. The recipient must also adopt and implement procedures so that interested persons, including those with impaired vision or hearing, can find out where accessible services, activities and facilities are. The recipient is not required to provide individually prescribed devices, readers for personal use or study, or other devices of a personal nature, and is not required to take an action that would fundamentally alter the programme or impose undue financial and administrative burdens.
