A recipient must operate each existing housing programme or activity receiving federal financial assistance so that the programme or activity, WHEN VIEWED IN ITS ENTIRETY, is readily accessible to and usable by individuals with disabilities. This does not necessarily require every existing facility to be made accessible, and it does not require an action the recipient can demonstrate would fundamentally alter the nature of the programme or impose undue financial and administrative burdens -- but where an action would produce such a burden the recipient must still take whatever other action would deliver the benefits and services short of it. Compliance methods include reassignment of services to accessible buildings, provision of services at alternate accessible sites, and alteration or construction; among available methods the recipient must give priority to those that serve people with disabilities in the most integrated setting appropriate.
